Does this web part allow you to create new users in AD, or is it limited to editing existing users? Additionally, does it allow you to edit what security groups that a user is a member of?

No, sorry. It doesn't allow to create users nor edit groups or OU.

These features are not planned for now, but could be added later if more people are interested in it.
